The cheapest are about $500. I remember that I once read a note on how to build your own (approx $100) but I forgot where this was.
If this is still to expensive then you need to stick to the Simulator in the Edge Server.
I think the Intermec PCMCIA (Penn) readers are in that range ($100-500).
One note, besides the simulator (which only generates events), there is now a visual simulator called the AnimationDriver, which allows you to define buttons on the screen to send different events, and can accept events to trigger animation sequences. I'm working on a tutorial, but the html file in the jar extension has doc to describe it.
