Data locking

Could some one describe to me what is data locking, why is it important and how can a user lock data in oracle clinical. and what levels can the data be locked.

    It means to get exclusive access to certain variables or part of arrays, SVM Fortran supports efficient lock and unlock operations on memory regions. Memory regions are either scalar values, array sections, or a list of memory regions. Nesting of data locking constructs is not allowed.
