We got updated for 'Content services server 10.1.2.3.0'. We have not installed any patch work on 10.1.2(though workflow problem persists). Will this workflow problem continue to exists in the updated one?
If exists can we install this patch work on 10.1.2.3.0?

I am not sure if I got you right but I recommend to update the content services component to the latest patchset which is 10.1.2.3.8 (can be downloaded from Metalink).
The patch I was talking abount in my first post can be applied to CS 10.1.2.x and will fix the problem of missing approve/reject buttons in CS-WebUI for approvers.

I checked the SR 397040.1 from meta link.
We did not find any log mentioning failure of starting the component "Service_Component_Container" OC4J instance in our log file.
I have checked for "Oracle_Workflow" and "Service_Component_Container". They are not started and not listed under "System components".
when executed the language query, the result is "US"(USERENV('LANG') ).
Our DBA has selected the "Arabic" language along with the English while installing the CS Suite.
Is this could be the reason for workflow problem.
As we did not find any such log, we did not install any patch till now.
