Like Ravi explain, it's not possible to do it at the column attributes using PL/SQL.
I found a work around for this one.
Use items to store the labels and reference those items in the column attributes.
ex.: item P1_RPT_01_LBL_COL_01 contains the following text : column 1
set for the column attribute heading this value : &P1_RPT_01_LBL_COL_01.
result: the column heading will display column 1
Now you need a Process before Header to set values into the items used for the column headings. (User can input those values using a form...)
