Users Cannot Connect to Messeneger after recreation

I have Installed Oracle Collaboration Suite 10g (10.1.2) on two machines ( OEL 4 Update 5 , 64 Bit)
all of my users can connect to my portal server through the web. These users can also connect
to Oracle Messenger; But whenever I delete a user and recreate it, that
user can connect
to Oracle Portal Server
can not connect to Oracle Messenger
Any comments will be appreciated in advance.

Do you deprovision users before deleting them ?
There is a "how to delete and clean user data" procedure somewhere in the OCS documentation.
