Have you already installed the JBOSS application server too? This is normally a second stage to the OATS install. You can tell by choosing from the XP start menu OATS->Tools->Update Oracle Application Testing Suite Application Service.
If you already installed this choice will warn you, giving you the chance to exit or reinstall.
A couple of days ago I had a similar problem after a re-install (O.S. re-loaded). Although I had also installed JBoss, e-Load gave the error described. Re-starting the services didn't help. It turned out that some part of the ETS installation still required a re-start of Windows (though it didn't prompt for me to do so). Sounds silly, but have you tried again after a re-boot?

Yeah I had the exact same problem. I too was using a later version of JBoss. I guess you just can't do that!

If you have a pre-existing installation you can just run the Update Oracle Application Testing Suite Application Service and overwrite the incorrect version - no reboot needed.
