In jdeveloper, Goto Tools -> Embedded Server preference -> Startup
Then choose "Local host's Full Name" radio button.
And try again...
I have already done that earlier.
but the error still persists

Close your jdeveloper
Delete myhytml, system directories in the jdev home.
Open the jdevelper and try again.
Just compile your runregion.jsp present under <JDEV_HOME>/myhtml/OA_HTML once and then run the page again. If the runregion.jsp is not present delete myhtml folder and oa_version.txt file, and then try running the page again.
I have tried everything , even deleted the Jdev folder and set it up again, but the error still persists.
Please suggest me something .
try with fresh jdev try to create new workspace with new project while creating a new project it will create a new "myhtml" directory with fresh runregion jsp

I think the simplest solution might be to remove the installation (after taking backup of code file) and redeploying Jdeveloper. Kindly try and let me know if the issue still persists.
If the last time JDeveloper did not shutdown the embedded OC4J then you need to restart your machine.
You do not require machine restart.
Just go to task manager identify and kill "jdevw.exe" process.
I think there was some problem with the browser settings.
I have installed another browser and also re-installed Jdev and now its running fine on the new browser (mozilla).
I think there is some problem with internet explorer

Because the internet explorer is not your default explorer.
Set default explorer in internet explorer window "Tools>Internet Option>Program>Default".

Having a Default Browser fixed the issue.
