You do not need to convert any 126.96.36.199.0 RDF data when upgrading from 188.8.131.52.0 to 184.108.40.206.0.
I've tried to install "Oracle Database 11g Release 1 - Interim Patch for Base Bugs: 7600122" from http://www.oracle.com/technology/software/tech/semantic_technologies/index.html. After executing "opatch apply" an error message appears:
Patch 7600122: Required component(s) missing : [ oracle.sdo.locator, 220.127.116.11.0 ]
My current database version is: 18.104.22.168.0
Do I need to install another patch first? I thought "These patches are all inclusive"...

wow, thank you very much for the fast answer... but I still have one last stupid question: I don't know where I can get Oracle 22.214.171.124. Current Release is 126.96.36.199 (http://www.oracle.com/technology/software/products/database/index.html), and the only page with patches I have found is the one I mentioned in the last post... So where can I get the current version? Thanks again for answering such basic beginner's questions...
An Oracle license would be required to get Oracle 188.8.131.52. With the appropriate Oracle license you can access metalink.oracle.com to get the Oracle 184.108.40.206 patch.
If you are using the the free download of Oracle 220.127.116.11, then currently only the semantics patch for 18.104.22.168 can be used.

I have found out that there exists a program called "Oracle University", which offers licenses for my case
This question should be addressed to the Oracle account manager for your organization (the Oracle person the IT staff at your organization is in touch with).
