OVM console already installed.
[root@oravms ~]# rpm -qa | grep ovm
I had a similar problem that was resolved when I installed TightVNC onto the server running the VM Manager
TightVNC Viewer is available for Linux and Windows. A VNC Viewer for Linux may be downloaded as an RPM from http://oss.oracle.com/oraclevm/manager/RPMS/. For Windows from http://www.tightvnc.com/download.html.
This can happen if the tightvnc-java-1.3.9-3 pkg is installed prior to the original or re-installation of VM mgr. Fix is to "erase" the package and then re-install it.
1. rpm -e tightvnc-java-1.3.9-3
2. rpm -ivh tightvnc-java-1.3.9-3.noarch.rpm
I also had this issue when I moved Oracle VM Manager from one server to a VM even though I installed the packages as described. Since I had installed them prior to restoring the XE DB from the other machine, it was throwing this error.
Removing/Reinstalling fixed it.
