This is a fairly common error that sometimes pops up when trying to run Batch Workflow Process manager jobs, have you tried restarting the component? Failing that have you tried completely restarting the siebel services? If this is a problem in Prod then I suspect the former will be best :-)
have you deployed and activated your workflow.
it looks like problem with the search spec, as it is running fine when you give a particular row_id. pls copy the search spec and try to query with it in the CUT address, to find if it is retreiving any records to process.
