I think if there are too many invalid jsps this can happen. Did you apply a big patch? Usually compile jsps would be one of the post steps.
Eventhough jsps should be compiled at run time, if there are too many invalids this can happen..
I belive, Its hard to say the root cause here, i belive fristly we should observer apache,jserv log for can say something for your issue.Maybe apache or java files are corrupted, there are many reason can be cause of this problem
I too think the cause might be the corrupted JSP, though we did not apply any patch recently.
This issue occured on both the Prod and Test at the same time.
we have another development instance that was not affected.

Where can I find the log of both Apache and jserv?
Please check $LOG_HOME/ora/10.1.3/Apache directory (access_log.* and error_log.*)
Is the issue resolved when you compile the JSP files manually?
Please make sure you have "s_jsp_main_mode" in the application context file set to "recompile" and run AutoConfig -- See (Note: 458338.1 - How to Enable Automatic Compilation of JSP pages in R12 Environment) for details.
