The error is occuring due to the usage dbms_crypto package.
The code is as below
ENCRYPTION_TYPE constant pls_integer := dbms_crypto.ENCRYPT_3DES_2KEY + dbms_crypto.CHAIN_CBC + dbms_crypto.PAD_PKCS5;
I am using this in a package.
The package also contains a procedure .
The package compiles correctly in the database but when I invoke this package procedure in forms 10G it gives an Internal error.

Sounds like you are going to need to create your own package that calls dbms_crypto and then get Forms to call that instead.
We're having some issues like this with a few forms and reports. We use UTL_MAIL and SendMailJPkg in different contexts to deliver messages, and UTL_MAIL doesn't compile, but NEITHER of them works at runtime. I don't think a wrapper procedure is going to do anything but allow it to compile. It probably still won't work correctly.
Actually SendMailJPkg.SendMail (JavaMail) does work when called out of Forms/Reports 10g against an 11g Database. We just tested it as an alternative because we are having the same issue with UTL_MAIL - It will run from an annonymous PL/SQL block fine, but when you try to compile the same code in Forms Builder (or Report Builder) the compiler chokes and throws the internal error  error. Keep in mind that SendMail does NOT like NULL arguments, so if you are not going to use cc_recipient (i.e. NULL), just don't include it at all in your comma delimited param list. It should work fine then.
user password case sensitivity default setting/behavior changed in 11g database server. Forms sends the password in uppercase - can your problem be related to this change ?
(if it is, then the workaround is to change the password case sensitivity setting in 11g or setting the user password in upper case in 11g).
I use UTL_SMTP to send emails, I just fixed to send emails from the database configuring ACL, but I still cannot compile my forms 10g, I still get internal error 60603.
Any help will be appreciated...
If your are useing UTL_SMTP to send emails. create the demomail.sql by connecting sys user. grant the execute privilage demo_mail to the schema . then try to send the mails. it will work fine
