    'apex is undefined' error

I just installed 4.0 on a new, working, installation of 10G XE (on Windows XP) and am following the installation guide to create a workspace and create new users. When I try to log into Oracle Application Express Administration Services (IE8.0) as the ADMIN user I get a page error and these error details:

User Agent: Mozilla/4.0 (compatible; MSIE 8.0; Windows NT 5.1; Trident/4.0; .NET CLR 1.1.4322; .NET CLR 2.0.50727; .NET CLR 3.0.4506.2152; .NET CLR 3.5.30729)
      Timestamp: Mon, 26 Jul 2010 22:42:31 UTC

      Message: 'apex' is undefined
      Line: 73
      Char: 1
      Code: 0

      Message: Object expected
      Line: 49
      Char: 1
      Code: 0

(10 more repetitions of the line 49 error removed for sanity sake)

APEX 4.0 is valid to install on XE, right? Windows XP.

This is the second install to fail and I have downloaded both Apex and XE several times. Two years ago I installed Apex 1.xx and 2.xx without any problems, so was expecting great things!

Any ideas as to where I have gone wrong?

      Thanks for looking.

Solution: missed a step in the installation:
Log back into SQL*Plus (as above) and load images:

          SQL> @apxldimg.sql APEX_HOME
[Note: APEX_HOME is the directory you specified when unzipping the file. For example, with Windows 'C:\'.]
