Ok, managed to solve my own question, more or less. FYI:
I read the template file properly and used the "netmask prefix notation" as it suggest, which is apparently CIDR notation. Put simply, I specified "192.0.0.0/8" for the managers and this seems to allow connections from any IP address of the form 192.X.X.X which is fine for my purposes.
I think specifying "192.168.1.1/24" would allow connections from any IP address of the form 192.168.1.X - searching the web for CIDR notation explains.....

actually, best answer seems to be:
"managers = 0.0.0.0/1,22.214.171.124/1"
This allows virtually app client IPs
