Then "source" doesn't have the right value.
The source variable is the name of the file as I can see it in the src folder (I use NetBeans). Should I give it some combination of package name and filename? Also, the full filename is actions.sqlite (I found some code where file should have *.java extenction).

If the "file" is in the same package directory as the class that contains that method, then use just the filename.
If it is in a package directory under the package in which that class resides, then "subpackage/additionalsubpackage/filename"
If it is in a completely different package than the one in which this class resides then "/full/package/path/to/filename"
As the documentation for getResourceAsStream also describes.
Edit: And, of course, make sure that the sqllite file is even in the jarfile.
