I am developing in win vista but was having the same problem as you, fixed it by calling the method createSynthesizer with a SynthesizerModeDesc object as argument
Let me know how it works out...
Synthesizer synth = Central.createSynthesizer( new SynthesizerModeDesc( null, // engine name "general", // mode name Locale.US, // locale null, // running null) // voice );
By the way I assume you are using freetts and have copied the "speech.properties" file to your directory of jdk
