Multiple Java versions in Internet Explorer 7

I have two version of java installed on my windows 2003 server (1.5.0_14 and 1.6.0_16).
There are different users on my server connecting to different web pages loading applets that require java 1.5 or 1.6.
I've found a way to setup IE so that I can load a different java plug-in, but the java loaded in IE is common to all the users configured on the server (changes are written in HKLM and not in HKCU):

These are the keys I change in the registry:
      HKLM\SOFTWARE\JavaSoft\Java Plug-in\<version>\UseJava2IExplorer
      HKLM\SOFTWARE\Microsoft\Active Setup\Installed Components\{08B0E5C0-4FCB-11CF-AAA5-00401C608500}\KeyFileName
      HKLM\SOFTWARE\Microsoft\Internet Explorer\AdvancedOptions\JAVA_SUN\Bitmap
      HKLM\SOFTWARE\Microsoft\Internet Explorer\AdvancedOptions\JAVA_SUN\SELECT\RegPath
      HKLM\SOFTWARE\Microsoft\Internet Explorer\AdvancedOptions\JAVA_SUN\SELECT\Text

What I would like to achieve is that if user A (which needs java 1.5) opens IE, than the java version running in IE is the 1.5; while if IE is opened by user B (which needs 1.6) than the java version running in IE is the 1.6.

Is there a way to tell IE to use a specific java version on a user base?
The keys mentioned above don't exist in HKCU.

IE version is 7.0.5730.13, Windows version is Server 2003, Enterprise Edition with Service Pack 2
      Thanks in advance
