Control Panel->Default Programs->Associate a file type or protocol with a program.
For assoc and ftype to work, you need to run your command prompt by right-clicking the icon and choosing "Run as administrator". Yes, even if you are one:)
I'll try the "run as administrator" momentarily.
Near as I can tell, "Associate a file type or protocol with a program" doesn't appear to have any place to manually enter the rather long command line.
"Run as administrator" definitely helps, BUT
All I get when I double-click on the file is a command prompt window that flashes, too fast for me to read the error message, then disappears.
I tried changing the association to point to a .bat file (fully qualified down to the drive letter!) that would execute the command then pause. Same result.
Entering the command from an ordinary command prompt works just fine.
