Tzupdater-1.3.3-2007k didn't update my Venezuelan time zone

I downloaded tzupdater-1.3.3-2007k.zip to set my JVM Venezuelan time zone correctly (GMT-4:30) and i ran "java -jar tzupdater.jar -u" on window command, but it keeps showing " America/Rio_Branco" when i use TimeZone.getDefault().getID(), and getting -240 (GMT-4:00) when i execute int CurrentOffSet = TimeZone.getTimeZone("America/Caracas").getRawOffset(); CurrentOffSet = CurrentOffSet / 60000.

What else do i need to do to get my correct time zone? I also executed java -jar tzupdater.jar -f to force update the tzdata version.

I know that using TimeZone.setDefault(TimeZone.getTimeZone(TimeZone.getTimeZone("GMT-4:30").getID())); my program works with the right time zone, but i want to fix it correctly so i won't need to set it manually en each program.
