Turn off your firewall in Windows and try again.
I have experienced the same problem - running 10g Express on a Win 2008 (32-bit). When not being a Domain controller, the install was fine. When installing after the server had been given the Domain Controller role (+the required DNS), it failed. NO FIREWALLS are involved on the server. Seems like Oracle Express has problems being installed in this kind of environment - independent of x32 or x64 bit OS.

Any solution to this? Any ideas? I'm trying to install Oracle XE 10g over a domain controller Windows Server 2008 but it's not working. I was reading about that the problem it's because the domain controller

I am installing W2k8 R2 Domain Controller with Oracle Express 10g.
This is the tip to make it work.
Go to the installer OracleXE.exe -> Right click + Select Properties + Compatibility + Run this program in Compatibility Mode fot + Windows 2003 Sp1
Then Select Run this Program as administrator.
After this run the OracleXe.exe and it will install properly.
Remember to double check that everything works fine.
After installation Oracle express 10 g on windows 2008 SB x 64 i could not connect to apex from workstation.
On server is ok. Firewall is disabled. HTTP access is available from local server and from remote clients.
