Unix command to know port is open and not used

Is there any command that i need to use to see followings :
1) Port is open
2) Port is not used by any application.
Please give an example of the results as well.
1) if port is open
2) if port not open
3) If port is used
4)if port is not used.

there is a discussion here:
that gives netstat, LSOF (not included with Solaris, you have to install it) and the proc file system as example of how to find ports.
