I disabled my anti virus and that turned out to be the problem. I hope this version fixes some of the bugs I have encountered with previous versions. I am a novice who is learning JDeveloper; I think it is a phenomenal product and I hope to one day find a job using it. Thanx to all those that posted answers!!

Downloading the .exe on Mac OS seems to work for me. Although my download is currently only at 760 MB downloading with about 35 kb/s. Very very poor and disappointing. Hope to get the download finished today and moved to my windows machine. Unbelievable....
i had same problem with the error code 2 and deactivating the antivirus didn't solve the problem.
I had to unpack the exe file with 7-zip then install manually jdev with the command "jre160_05\bin\javaw.exe -mx256m -cp installer.jar com.bea.plateng.wizard.WizardController -mode=gui" (from autorun.inf).
modules\com.bea.core.apache.xalan_2.7.0.jar is eventually corrupted.

I downloaded all versions successfully over the weekend without issue. Installations worked fine for me. As posted earlier it could be a demand issue.
I confirm that the MD5 of the working file jdevstudio11114install.exe of Jdev is : 745e3fa2c5c38a7b8a075510b5d95250
I was also running into the same error with error code 9.
