As far as i know exporting to excel is the same as exporting to csv.. Have you ever succeeding in exporting non-Latin (in your case Hebrew) to csv and worked ?
I am trying to do the same for Greek characters, but no success. The only case i succeed in using apex.oracle.com...
Does it work if you export in HTML? I succeed in HTML export only, so if this fits in your needs then you may get by...
Can you try apex.oracle.com and see if you put Hebrew characters there if it works ?
I managed to export to csv file correctly.
What you need to do for that is go to Shared components -> Globalization Attributes -> and change Application Primary Language to your language
also change the "Automatic CSV Encoding" to Yes.
After doing that the csv file is generated correctly.
