My understanding is that this report Displays a summary of tablspace free space (MB) alerts for an Oracle Database. So if you have no data/empty report, it is because you have no tablespace free space alert (i.e. no tablespace above the threshold for an OEM alert.
If you want to know what free space there are, you can run the “Oracle Database Space Usage” report., It is further down. This shows the space used and free space and % used for all your tablespaces.

When selecting this report you will get the textual information "This report displays outstanding Tablespace Free Space (MB) alerts and alert history in the database. In addition, space usage percentage history is also shown for tablespaces with outstanding alerts for the specified time period".
If you don't have any outstanding Tablespace Free Space (MB) alerts then no data will be displayed...
My problem is solved. There were two issues, that I see which makes sense :
I was trying to generate a report on a particular node from a 2 node RAC Database. Actually If you want to generate a report for a cluster database you should not go to a particular node instead you need to select the CLUSTER database, and then navigate to reports and generate reports.
The other thing which was suggested in this thread; that there were some of the alerts which were not configured due to which some of the reports are not getting populated.
Thanks a lot to all the experts who gave there valuable suggestions and expert advises to resolve the issue.
To me it looks like 10.2.0.5.0 agent and OMS has all the fixes for reporting issues.
