I Have the same problem but only with the persitance aps. The Tomcat container does xml validation and that fails. These urls should be kept up and running. I image that some servers upon restart will not work anymore. This can be a mayor issue.
O for the mean time. Remove the shema location. That will allow the server to start. But you also lose validation what is not wanted in development.
Looks like they've realised their mistake, and made the files available again:)
