What is the Database Character Set? What is the value of the 'FND: NATIVE CLIENT ENCODING' profile option? I believe these two should match.
What errors/output are you receiving in the concurrent request? (assuming you're using the concurrent request method).
Also, does the XML Publisher font you are using include the copyright symbol? Please see:

FND: NATIVE CLIENT ENCODING value is - WE8MSWIN1252
We are not running thru concurrent program. We are running from self service page and the Source of this XML report is VO (View Object).
There is no font installed under font files in XML Publisher Administrator.. Do we need to create the font files?
Please give me your suggestions.
Okay - you should be receiving an error somewhere along the lines. You want to try and extract that error output as it will help pinpoint the cause of the problem.
I think FND: NATIVE CLIENT ENCODING should match your Database Character Set. Can you set this profile, bounce Apache and try again. Does that make a difference?
I think most fonts have the copyright symbol so if you don't have one installed I imagine it will either show correctly or show as '?' but I doubt that's the cause of error.
I am getting the error "The webpage cannot be found" when i include this special character.
I have changed the profile option FND: NATIVE CLIENT ENCODING value to WE8ISO8859P1 and bounced the apache.
But it did not work.
Which font we should install? Arial or times new roman is fine?
I don't think you need to upgrade to UTF-8. That's used for multibyte characters such as Asian languages.
I think the copyright symbol is included in ISO-8859-1: see http://www.w3schools.com/tags/ref_entities.asp.
Are you storing the copyright symbol in the database somewhere or in the XML Publisher template? If in the database, is the stored copyright symbol correctly displayed when you SELECT it in, say, SQL Developer or TOAD?
The Copyright, TradeMark and Registered symbols are getting saved correctly in Database.
When we select it shows the special characters correctly in TOAD.
But, when we call the Report from Self Service page, its not accepting it..
The source query of the XML publisher report from ViewObject. Not from data definition.
Name column in per_objectives stores the copyright symbol.
I have tried with UNISTR(ASCIISTR(name)) in the query.. but no luck.
