If this is the solution where can I find this file?find it on the DB Server system?

Sorry, I am really new to this. I am using XE and running everything on the same machine. Could you please kindly explain what you mean by "DB server system"?
did you trying using OS File SEARCH for ORAUS.MSG on your system?
open Command Window & issue following OS command
COPY results then PASTE all back here

I forgot to mention that I searched for ORAUS.MSG on my OS and found nothing.
Either Installation had a problem or file was deleted after installation completed.
It is supposed to be part of every Oracle DB installation kit.
so, sould I reinstall the whole thing? I have installed OracleXEUniv and OracleXEClient. Should I reinstall both?
You should search for ORAUS.MSB and not ORAUS.MSG: this file should be located in C:\oraclexe\app\oracle\product\10.2.0\server\RDBMS\mesg\oraus.msb

I think so. Its the administrator user.
As already suggested check carefully if Windows user running SQLLDR can read ORAUS.MSB file (this has very likely nothing to do with Oracle XE Client because Oracle XE Client does not have SQLLDR).

Apparently I have solved this. It seems that when Oracle XE is installed the oraus.msb is installed inside C:\oraclexe\app\oracle\product\10.2.0\server\RDBMS\mesg rather than C:\oraclexe\app\oracle\product\10.2.0\server\RDBMS so I copied it to the lC:\oraclexe\app\oracle\product\10.2.0\server\RDBMS and the problem is solved. I really appreciate the helps.
I had the exact same problem but the solution posted (copying the oraus.msb one directory up) does not work in my case.
I checked and my ORACLE_HOME is set correctly.
I checked the user permissions and I am running as an administrator and therefore have all the required permissions.
Any other ideas as to what could be the problem?
