You can install the E-business suite by initiating AMI instance (Linux or Windows), download the Oracle Database and Oracle E-business and register this AMI as your Oracle E-business AMI.
The only difference I can see by using Certified Oracle VM that they give you a ready Oracle E-business AMI to start with which support virtualization (similar to VMware product VCE; the VBloks).

Oracle E-Business Suite 12.1.3 has two AMIs which run on Amazon EC2 using Oracle VM:

You can configure your instances to use Amazon Elastic IP addresses to avoid changing public IP addresses. I also configure /etc/hosts entries for the private IP addresses.
