    You have given listener status. What is the status of the "OracleServiceXE" in Windows service control?

    Oracle listener does know XE instance.

    Make sure XE listener runs on port 1521.

    Check with :
    lsnrctl status

    As you see clearly that your XE sid was not register in listener so.
    set ORACLE_SID=XE
    sqlplus "/as sysdba"
    alter system register;
    Use dynamic or static registration.

    Check that the Oracle instance service is up with:
    sc query OracleServiceXE
    Try to login and check local_listener parameter:
    sqlplus / as sysdba
    show parameter local_listener

    It seems you did not start OracleServiceXE service.So go service control and start it and try again.
