The usual cause is virus scanning.
sqldeveloper.exe in the top level directory calls sqldeveloperw.exe.
The other sqldeveloper.exe runs with a console so you can see additional output. It is useful for diagnosing problems.
Your "Automatically Check for Updates" option may be turned on. You can look at this setting by going to Tools->Preferences->Extensions. When I unchecked the "Automatically Check for Updates" checkbox my startup times drastically decreased. Hope that helps.
This worked for me. I was waiting 5 to 10 minutes for this to start before I made this change.
Removing virus scanning on the sqldeveloper folder reduces startup to less than 25 seconds. Ideally it would be better to supply a finer grained exclusion to, but at least this identifies the problem.
