You wrongly specify Jdeveloper home directory,its a base directory where JDeveloper is installed. In addition to \jdeveloper, the directory you specify must contain \wlserver_10.3, \modules, and so on.
In your scenario, it should be like this
From your cofig.properties file, its looking that JDeveloper and WebCenter Space is installed on same machine. Pls cofirm. 2ndly, i assume that you are using weblogic user (this user has all the required permission). pls confirm.

Also, I modified the path to the jdev install dir as mentioned by you , but the issue still persists.
I am working to reproduce your issue so that it can be solved. pls remove one entry(wls.port=7001 wls.host=localhost) from the config.properties file.
Yes I hav already removed the duplicate entries.
I'm not sure but i know JDev has a lot of issues with paths that contains spaces.
Can you try putting the python script in another directory like c:/temp instad of the "documents and settings". Maybe the WLST engine is failing because of the spaces in the directory to the python script.
You mean moving the whole Jdeveloper folder existing under "Documents and Settings" to C:/temp OR only the ResourceUpload.py script ?
What file(s) and/or scripts i need to modify for this change in path of the python script ?
I tracked down the problem: most likely, the 'copy_to_common' contents have not been distributed correctly. The correct 'common' target is 'YourMiddlewareHome/oracle_common'. The NameError results because wlst does not have the WebCenter-specific libraries necessary to resolve the importWebCenterResource method call.

I am trying this for 184.108.40.206 and the two folders that are in 'copy_to_common' are called 'script_handlers' and 'wlst'.
Should those two folders be placed in oracle_common? Example:
'oracle_common > script_handlers'
'oracle_common > wlst'
Or should it be:
'oracle_common > common > script_handlers'
'oracle_common > common > wlst'

I'm pretty sure that it is supposed to be the oracle_common > common > script_handlers and oracle_common > common > wlst.
However I have been having the same error as the original poster for this in 220.127.116.11, and I have those folders in oracle_common > common directory.
I think something may be missing in the copy_to_common for 18.104.22.168, but if it ends up working for you please post back.
Scott, I was getting errors saying that JDev couldn't find wlst.cmd until I moved the script_handler and wlst folders into oracle_common
