Edit item and go to conditions:
Choose PL SQL Expression and write the code as
:P1_ITEM is null or :APP_USER = 'X'

Make your item conditional and use PL/SQL Expression as Condition Type, with the following code:
:YOUR_ITEM_NAME IS NULL OR :APP_USER = 'your_user_name'

In the conditions tab of the Item:
Condition type : Exists(query returns at least one row)
WHERE :P1 IS NULL OR :APP_USER := 'X'
