Oracle 11gR2 64-bit isn't the only supported Oracle client for Windows 7. 32 bit 10205 and 32 bit 11.2 are supported as well.
However, 32 bit OO4O is not supported on x64 in general. That's not to say that it doesn't work though ~ it's just not supported.
Your options would be:
1) install 10205 or 11202 32 bit client with oo4o, and use it even though it's not supported.
2) rewrite the app to use ADO and Oracle's OLEDB provider instead if you need to stick with vb
3) the recommended oo4o migration path in general is ODP.NET
