In Windows 7 64 bits, I tried to install Weblogic 10.3.5.0 using Java JDK 7 64bits, I found out Weblogic cannot start.
In Windows 7 64 bits, the Weblogic 10.3.5.0 with Java JDK 6.26 64 bits is working fine.

          Hi Don,

Java 7 is not certified with any version of Weblogic: http://www.oracle.com/technetwork/middleware/downloads/fmw-11gr1certmatrix.xls

          Regards Peter

Try WebLogic 12c (11.1.1.0) - post 10.3.6 - we are only 5 minor versions behind.

Line 29 - tab "System" of the spreadsheet on
            http://www.oracle.com/technetwork/middleware/ias/downloads/fusion-certification-100350.html

            Oracle WebLogic Server     12c (12.1.1.x)     x64     Windows 7 with SP1+     64     64     "Oracle
            JDK 1.7.0_02+"     64     "Oracle 11.1.0.7+
Oracle 11.2.0.3+"     "1. This 64 bit operating system is supported for single user only in a development environment.
2.See JDK7 certification information in the ""What's New in Oracle WebLogic Server"" document"

            I will need to update
            http://wiki.eclipse.org/EclipseLink/Examples/JPA/WebLogic_Web_Tutorial
            and
            http://eclipsejpa.blogspot.ca/
