To sum it up: you want the users to be able to upload SQL Scripts, which are getting uploaded to the Application Server and executed there via SQL*Plus.
If someone would ask me to implement that, there are some replies coming into my mind:
- not in a million years
- no chance lance
- no way hose
- not until hell freezes over
You have literally no control what exactly get's jammed into your database. This wouldn't make me comfortable. In fact it already will make me dream bad this night.
Maybe share the complete requirement, so someone could come up with a solution which is less problematic from a data integrity / security point of view.

Fair enough, in that case as the users already know what they are doing we might discuss how to secure the application. To my mind a blinking text item with the text "Please only use this form if you have proper privileges" on the top of the form should be enough. The foregroundcolor of the textfield should be magenta, the backgroundcolor green. The text should blink at a high frequency. Possible intruders are killed wheter by eyecancer or a stroke immediately.
