Main point though, the Client (incl. OraOledb) should be installed on same machine as the MS SQL Server db engine is hosted.
So SSMS (client side tool) host might need zero Oracle Database Client installs.
However, on my Providers list under Server Objects > Linked Servers > Providers, I don't see the Oracle OraOLEDBThe Database Engine under which you find Server Objects, on what host is that physically located?
I would start by removing (de-installing) the two Oracle client installs, to remove any confusion caused by having multiple clients.
Then I would also want to check whether db engine is 32-bit or 64-bit (even if host system is 64-bit).
You could check instance server properties, general page, from SSMS, or run select SERVERPROPERTY('edition'). If it doesn't show 64-bit, it is 32-bit.
The latter is to verify the type of Oracle Client needed.
I had the similar issue yesterday that I was not able to see OraOLEDB.Oracle provider on SSMS 2008 R2 with Oracle 11gR2 x32 Client but when I checked my SSMS 2008 R2 is 64 bit so I installed ONLY x64ODAC and under provider OraOLEDB.Oracle showed up.
Forgot to mention that you got to restart the SQL Server box.
