There is no such .reg file in Temp folder. However, the URL you listed works. In fact the links are automatically working now.Are you saying that Get Started link/shortcut has started to work?
Greetings!!!. This is my first post and hope this will help in resolving this long running issue.
The below steps will resolve your problems
1.Go to D:\ORACLE_HOME\app\oracle\product\11.2.0\server path(ORACLE installation directory)
2. Right click on Get_Started.url ->select properties->Web document Tab->modify with this url http://127.0.0.1:8081/apex/f?p=4950:1:332920099833260
3.Port number must be as per your HTTP port no
4. Start Tomcat server if it is not running
5. Click on Get started link from All programs->Oracle Database 11g Express Edition
6. You will be able to login without any hurdle.
