SQL*Plus is included in the Oracle Database 10g release bundle or in
the 9iR2 Oracle9i Database Release 2 Enterprise/Standard/Personal/
Client Edition of Oracle. Click on the "Downloads" button in OTN and
choose the appropriate version and platform.
If you already have a database and just want a SQL*Plus client, a low
footprint release of SQL*Plus 10g can be downloaded from
all platforms are available yet.

Basically I just need to restore my local, client only, oracle tools.
It used to be easy to find but am having the same confusion as the first poster here.
I tried the download of the Oracle Instant Client Package - SQLPlus
but get the error
sqlplus.exe - Unable To Locate Component
This application has failed to start because OCI.dll was not found. Re-installing the application may fix this problem.
I do not need (and am not authorized) for the full DB package. I just need the things like SQL Plus that used to me in my "Oracle - OraHome81" start folder. It doesn't even need to be 8i I don't think, just need the basic client stuffs.

I had the same error.
You need to have the Instant Client as also the Basic Lite. Copy the files from the extracts to the same directory. Make sure the versions are the same between the SqlPlus Instant Client and the Basic Lite.
This worked for me. Downloaded Basic Lite and SQL*Plus packages, unzipped them to a directory in that order, added the directory to my Windows PATH variable.
i have oracle XE edition in my local machine and if i would like to download sql*plus ...can any one suggest me from where i can download SQL*PLUS..

Download SQL*Plus ???
start -> run > type (sqlplus or sqlplusW)
Set your environment path; Then try to exuecte sqlplus
@Peter Gjelstrup , thanks was looking for just same and it worked.
How do you set the path? I set up a directory called instantclient; unziped both sqlplus and basiclite in there then copied the path into the environment variable but still says missing oci.dll. Please help. Thanks.
