in Task Manager check the process expservice.exe does it get to approx 400k memory usuage? This is when it is fully started.
if not then could be possible JBoss port conflict, depends what else you have installed on your machine.
You can change the JBoss ports as per the article 913959.1 in My Oracle Support
Windows 7 is not a tested/supported operating system for Contract Management to be installed on. The only available Operating Systems that can be used as the Contract Management server should be listed in the Tested Configuration document within the documentation folder.

I checked in task manager expservice. Its status is "wait" and not allocating said memory. You are rite may be
there is conflict in jboss port. Unfortunately I don't have access to Knowledgebase. So how can I check the solution of above issue.
