Yes, this looks like a nasty bug but it is not bug #9149540. I can reproduce it in code later than 126.96.36.199, where bug #9149540 is fixed. The symptoms do not match either.
I am investigating this issue. It has to do with incorrectly preformed transformation of the LIKE predicate into a combination of >=, <, and INSTR()=1 predicates. The goal of the transformation is to make it possible to use a linguistic index to select the values.
