Yes, you are doing right.
Try clearing weblogic cahce and tmp and try again.
Tried cleaning the cache and temp but it didn't help.Still getting the same exception.
There is script in root_dir/bin directory called "rundbscript.bat". I think you can provide some sample sql file to this and run.
This will run sql using the sqlplus and weblogic does not come into picture.
Also you can run "isreset" command which drops all the system tables and recreates them. If this operation is ok then you can think of running this rather than "rundbscript".
I did not find any relevance in your reply to change password problem I am facing.How will isreset help in password change problem I am facing?

If isreset or rundbscript fails to run then there is problem with your DB configuration in property file. If these scripts work and createiopinstance fails then there may be issue with weblogic caching.
We faced this issue after resetting the Password of epm that was expired,
As the password is stored in a decrypted format in reg.properties files and the decrypted password is not updated successfully.
We changed the decrypted password to a normal password which we updated in reg.properties file
But after doing this we got lots of warning messages on prompt during every action.
But the error vanished.
We are talking about changing database schema password.
I worked on distributed environment and faced the same issue. What We did is we Assign Provision for admin for IOP administrator. Which was missing in EPM after running createiopinstance.bat.
I am not very sure if you need to do in your case as there is already a instance existed before you ran createiopinstance.bat. Just try.
