WebLogic JTA migration - Is it reliable ?

WebLogic 10.3.5

We are planning to test JTA migration for our application. Following is an excerpt from one WebLogic documentation which is creating a bit of confusion to me:

"If we change the URL by migrating the failed server to a new server; Pending commit records in TLOG for the failed server can't be recovered by the new server"
Note: TLOG records are uniquely identified by server URL

If this is the case JTA migration doesnot gurantee 100% reliability; because some of the transactions will be lost Am i getting the inference correctly or something is missing here ?

Iis it possible to maintain the same URL for two active servers in a cluster (one is the server which is going to fail and other one the candidate server for service migration)?
