    hmm, does the password file exists?

    Please do following and post the results:-

    ls -lrt $ORACLE_HOME/dbs

    please post the outcome of ps -ef|grep pmon and do following.

    If possible, shutdown the database and start it. Make sure that all env values are correct

    If that doesnt work do following:-

    take a backup of orapwcomas and delete it
    then create a new password file

    example orapwd file=$ORACLE_HOME/dbs/orapwcomas password=syspassword entries=10

    please post the outcome of ps -ef|grep pmon and do following.
    while running:
    # ps -ef | grep pmon
    oracle 4992 1 0 Nov18 ? 00:00:00 ora_pmon_comas
    If possible, shutdown the database and start it. Make sure that all env values are correct

    If that doesnt work do following:-

    then create a new password file

    example orapwd file=$ORACLE_HOME/dbs/orapwcomas password=syspassword entries=10
    I already did this before. But lets have another try...

    Hm, no. Doesn't work even after restarting oracle.

    Maybe I have an useful hint. Before upgrading from 10.2.0.1 to 10.2.0.5 the enterprise manager used the hostname with full qualified domain name that are 35 characters. After the upgrade the hostname could not be more than 32 characters and I changed the position of hostname and hostname.FQDM in /etc/hosts. Now oracle uses the short hostname but the old repository was not working anymore. I could drop it but I cannot create it.
    Any new ideas?

    Some of the possible reasons may be :

    1) Database may not be up.
    2) Database is started setting environment variable ORACLE_HOME with trailing '/'. Reset ORACLE_HOME and bounce the database.

    For eg. Database is started setting environment variable ORACLE_HOME=/scratch/db/ . Reset ORACLE_HOME=/scratch/db and bounce the database.



    Database is up and ORACLE_HOME does not contain a trailing /.

    Have your user group of oracle changed by any chance?

    And can you exit from the server and connect as oracle, and then get the env values? Dont' connect as root

    no, just the hostname has changed.

    I already did that above as user oracle and not as root

    Again, unset two_task

    remove and then recreate the password file

    Now I've removed the FQDN from the hostname in the tnsnames.ora but still no success.
    Again, unset two_task
    Never set this before. It's unset.
    remove and then recreate the password file
    Done. Nothing. Insufficient privileges.... very strange....

    Check to see if your oracle user is part of the The Oracle Inventory "install" group. I ran into this same problem after changing ownership of the Oracle installation files.

    I determined what group this was by looking at the file $ORACLE_HOME/oraInst.loc ... there is an entry for inst_group=xxxx.

    I added the oracle user to this group and it fixed this issue for me.

    I experienced the exact same errors as described above, and followed the same steps.
    The only difference in my scenario was that Oracle was running on windows environment.

    So to resolve this issue on the Windows environment, make sure the windows user you are using to run the command "emca -config dbcontrol db -repos create" is part of the "ora_dba" local group.
    (in my case it was the local administrator)

    After further investigation this user was removed from this group as part of a audit.

    Anyway this resolved the issue for me. Thanks for the above suggestions.

    As weird as it may seem, when on RAC you can also get the ORA-01031 error when one of the nodes is not in it's own known_hosts file.


    from EACH node:
    ssh node1 date
    ssh node2 date
    ssh node3 date

    We had added a node and for some reason node2 was not in it's own known_hosts file.

    Just thought I would add it here in case someone else ran into this issue on RAC
