In Oracle 19c, when you perform a CREATE DATABASE operation without specifying LOCAL, the SYSTEM tablespace is created as dictionary-managed, just as you said. This is documented in the following manual.

VirtualBox 7.2 Released
VirtualBox 7.2.0 (released August 14 2025)
This is a major update. The following new features were added:
- GUI: Moved global and VM tools from hamburger menus to global tools taskbar (vertically on the left) and the VM tools tabs (horizontally above the right hand panel) to make them easier to reach
- Windows/Arm host: Arm virtualization of VMs added, in the unified Windows installer package
- Arm host: Virtualization of Windows 11/Arm VMs
- Linux host: Video decoding acceleration when 3D is enabled
- Windows/Arm guest: Guest additions for new OS type Windows 11/Arm
- macOS Arm host: Experimental 3D acceleration support using DXMT, removing the previous non working solution using DXVK on top of MoltenVK. 3D acceleration is not supported on macOS hosts using Intel CPUs anymore.
- Storage: The NVMe storage controller emulation is now part of the open source base package

- Arm VMs: Note that the saved state of Arm VMs from VirtualBox 7.1 is incompatible with VirtualBox 7.2, so please shut down such VMs in saved state before upgrading to 7.2 (snapshots with associated saved state created with 7.1 will no longer work with 7.2)
- VMM: Improved x86_64 and Arm CPU feature reporting when using Windows Hyper-V as the virtualization engine
- VMM: Added xsave/xrestor instruction handling when using Windows/x86_64 Hyper-V as the virtualization engine, offering the x86_64-v3 instruction set extensions (including AVX and AVX2) on recent CPUs
- VMM: Fixed issue when X86_64-v3 features were not passed to the guest (github:gh-36)
- VMM/HM: Fixed Nested Virtualization feature on Intel CPUs

Re: Oracle EBS Windows 11 Certification ETA
Hi, we are successfully using Windows 11. This is my solution. I found that there is a trusted sites area in Windows 11 for when opening a WebADI worksheet, the process “hangs” on the Processing: Create Document screen.
To add *.harvard.edu as a trusted site: Search for Control Panel, open Control Panel > Internet Options > Security tab > click on the Trusted sites icon > click the “Sites” button > Uncheck the box “Require server verification (https:) for all sites in this zone” Then, click in the first box, which reads “Add this Web site to the zone:” > Type *.harvard.edu > Click Add, The line should drop from the top box to the bottom box. > Recheck the box “Require server verification (https:) for all sites in this zone” > Click Close > Click OK.
Further info for Windows 11 (or it could just be Excel updates)...I also found that Excel notes a Security Risk Microsoft has blocked macros from running because the source of this file is untrusted. The latest version of Microsoft (MS) Office has added security. It is, therefore, necessary to add the download / working path to trusted locations and save the webadi files there before opening.
To implement the solution, please follow the steps below : 1) Open any blank MS Excel worksheet 2) Navigate to File > Options > Trust Center > Trust Center settings > Trusted locations 3) Click on "Add locations" button and add the appropriate path where the WebADI document is downloaded / saved. Please note at times ADI has issues with uploading journals from share drives because of the long path names. If your ADI is on a share drive, you may want to try adding your desktop to upload from instead. 4) Click "Ok" 5) Re-test the issue by downloading new WebADI document
Alternatively, users can unblock a single document at a time. The user will be able to go to the Properties dialog for the file and select Unblock which will allow the macros to run, as long as no policy or Trust Center setting is blocking.

Re: OVMAPI_4024E Cannot take ownership of server
Thank you @JanuszU - we had the same issue, and your instructions allowed us to finally resolve after days of working with support and a lot of trial and error. We didn't originally remove the key file and reboot - didn't have luck until we did those last two steps. Thank you!!!!!
TLS orapki, openssl and SAN with EBS 12.2
I was following the note to install TLS 1.2 for EBS 12,2
I have a primary and standby., so I want to use the same certificates across both servers.
That means that I need to have the appropriate Subject Alternate Names.
Due to the vagaries of the certificating system that we use I need the SAN to be in the csr
This doesn't seem possible with orapki from 11.1.1.9.
So the question is do I need to use orapki to create the wallets etc or can I use openssl where I can specify the -ext parameter. Is this a supported method ?
