FND-CP-ESP: Child: exec:: Permission denied

Hi,               I have created a host concurrent program to copy the file from one location to another. But whenever am calling it, it is giving me error FND-CP-ESP: Child: exec:: Permission denied
Really appreciate if some can help me to create a host concurrent program for above requirement.
