FRS Amount and heirarchy problm

There is an FRS report that contains Budget and Actual grids (each one is created from different cubes — one for Budget and the other for Actual).
The Budget grid has an Actual column that reads data from the Budget cube, but its amounts differ from those in the Actual grid, which reads from the Actual cube.

What could be the cause of this difference?

Also, the Budget hierarchy cube is different from the Actual hierarchy cube, as shown.
What could be the reason for this, and is there any solution to make them the same?
