Need to change the tax reporting site flag to a active site for a supplier

Hello ,

We are having an issue where the tax reporting site is attached to a site (IL,CHICAGO1  )which is currently inactive now.

Unable to uncheck the tax reporting flag here and save and assign it to an existing active site.(IL,Chicago3)

I checked this site which is inactive  (IL,CHICAGO1 ) to see if it can be reactivated but looks like it is a merged site.

 APPS.AP_VENDOR_PUB_PKG.IS_VENDOR_SITE_MERGED(PVSA.VENDOR_SITE_ID) is coming as 'Y' for this.

I want Chicago 3 to be the tax reporting site
