ECC is allowing cash management users to violate the bank account manual tolerance settings

Are manual tolerance settings being recognized when a manual reconciling is attempted in ECC Cash Management ? Users are seeing that manual tolerance settings are recognized while doing the reconcilation in EBS, but ECC is allowing the reconcilation to pass. For, example EBS gives them the error message 'Statement Line amount is not within tolerance range' but ECC does the reconciliation.

Is it possible to make ECC respect manaul tolerance settings ?
