Need workflow help for duplicate SO/PO detection

Can anyone help me with a workflow that would flag a sales order as a possible duplicate if the Customer and PO# combination have already been used.

We have customers who email orders to a general email addresses which is received by more than one person (for redundancy during vacations, etc.) however there has been situations were an order is entered twice.
