Applying a New Tax Schedule to an Item

We are using Netsuite Canada. I just introduced a new tax schedule that I want to use with a specific item in our inventory item list, but when I go to add this new item, the new tax schedule isn't in the drop-down list. Note that this the 2nd tax schedule I introduced (before this, we only had 1 tax schedule that was applied to every item and this is the only tax schedule that shows up in the drop-down list when trying to add it to the item). Also note that we are using Advanced Taxes.

At the end of the day, I just need a way of adding an item to our inventory item list that is NOT TAXABLE (applies 0% tax rate).
